I got my tongue pierced 3 weeks ago and I want to know if this white lump on the bottom of my tongue around the barbell is normal.
what I can do to get rid of it?
You did not give us any information about the aftercare you used during the 3 week period. This is helpful as we need to understand where the lump could have developed as there are many ways that things can happen.
Your description is extremely vague and since we cannot see the piercing, we need words to help us help you.
If the white stuff is on the shaft itself then its easy to correct. Its plague and you will need to rinse your mouth out with a product called 'Plax'. It may be necessary to remove the barbell and soak it in Plax to loosen the plague from the barbell. It may mean that you will need a second barbell and alternate as you may be a high producer of plaque.

My piercer told me to clean my tongue with half water and half mouthwash 5-10 times a day and also gargle with salt water when i wake up and before i go 2 sleep.
The white lump is my actual tongue like its just around the barbell on the bottom.
It kind of hurts.
The aftercare you followed was not good. You should not have diluted the listerine and it should have been done every 1 1 2 to 2 hours while you are awake. No salt water rinsing is necessary as this is just too harsh for the piercing.
At this time, you should not be doing the aftercare at all. All you have to do is your regular practices before you got it pierced. In other words, brush your teeth as you normally do and if you mouthwash, then do it at that time. You no longer have to rinse with either salt water or listerine (unless its the brand that you use).
If you continue to rinse, you will create an environment where thrush could develop, so please STOP your aftercare. The white lump could be caused because of all the abuse you are doing and if you are playing with it as well.
Stop doing the aftercare, stop playing with it, get a fitted shaft if the shaft is very long and see how it will be in about a week.
