I got my eyebrow pierced about 6 months ago, and my friend told me that once it was fully healed I'd be able to rotate it easily.  That still hasn't happened.  I can rotate it without pain or anything  but not that easily.  The only time I can rotate it easily is when I'm washing it or when I have neosporin on it. Will I ever be able to rotate it easily?

Your friend is right! So let it heal already!

You are still washing it and keeping the interior of the piercing raw with that washing. Go ahead and wash your face  but leave the piercing alone.

Neosporin is not going to do anything beneficial. Quite the contrary, it could have adverse effects. You are long past the stage where you need to use it. Put it away or throw it out if you can't keep your hands off it.

Stop abusing the piercing. Leave it alone for a while  and you will find that the ring will turn more freely on its own.
