I recently had my piercing in my navel redone a week ago (it migrated out the first time) and i have noticed around the hole, very small scab looking crusties, they are not white it looks like a scab. i am washing it daily with dial antibacterial soap.
i stopped using salt water solution. are these "scabs" a bad thing? Also around the top hole there is a white ring around it, i'm not sure about this either?

You have not given us your aftercare but from what you wrote, you had been using salt water soaks. We are glad that you have stopped doing this as it does dry out the tissues and crusties will start to decrease as your body starts to heal.
The white ring around the piercing is a sign of extreme dryness. We recommend you reducing your cleanings to one a day, skipping every other day for the next week.
We also recommend taking a Q-tip and after your shower, remove the crusties. Take another Q-tip and apply a moisturizer (we use St Ives) until absorbed.

when using the moisturizer is it ok if it gets into the hole where the ring is at?
No, try your best not to get any inside the piercing. It is meant for the outside tissues, not the piercing.
You only need a very small amount, just a drop to get the area we are talking about.

I got my belly button pierced like almost 2 weeks ago now and i have scabs i think all around it
what am i suppose to do about that? I had people telling me to clean it with rubbing alcohol but others been telling me just to clean it everyday.
but since i didnt know what to do i just left it alone is that a good thing or a bad thing?
You have not told us what your aftercare is was and the products and how often you used them? If you are no longer doing anything to your piercing, then these scabs as you call them are dry crusties and they should be removed.
This can be accomplished in the shower and just let the warm water run over the piercing, do not soap or turn the ring. After the shower, take a Q-tip and remove the soften crusties. If your piercing looks dry or chapped, take another Q-tip with moisturizer on it and rub into the skin (not the piercing) until absorbed.
Otherwise, leave the piercing alone.
